The Federal Police launched an operation on Wednesday (16) investigating a graphics services company suspected of defrauding a contract with the Institute of Weights and Measures of Rondônia (IPEM-RO). The investigation reveals that the company plagiarized pamphlets, causing losses exceeding R$ 3.8 million to public coffers.
This operation was conducted in collaboration with the State Court of Auditors (TCE-RO), executing four search and seizure warrants in Rondônia and São Paulo. Additionally, the assets of the suspects were frozen.
The investigation was initiated following an anonymous tip indicating that IPEM had hired the graphics company without bidding, claiming it was a “unique literary work.” However, a technical audit by the TCE determined that the pamphlets were not exclusive and contained plagiarized sections from materials of other public agencies available online.
The report also indicated signs of inflated pricing: in some cases, the payment per page was up to 23 times higher than market rates.
Among those under investigation is the former president of IPEM-RO, Francisco Carlos de Oliveira Albuquerque. The Federal Police continues to analyze the seized materials. Those involved may face charges related to bid fraud, contract execution fraud, and embezzlement.
